3. The prefect's decision

If the Prefect agrees to grant you the benefit of acquired rights or anteriority, you are exempted from having to file a full authorization, registration or declaration, depending on your case. However, if your facility presents certain hazards, the Prefect may refuse to grant you this benefit. As with any individual administrative decision, a refusal by the Prefect may be appealed within two months.
