2. How does the authorization application process work?
In practice, the AS plant authorization procedure takes over a year. To begin with, the Prefect of the département forwards the authorization application file to the DREAL (Inspection des Installations Classées) for examination.
The appraisal of the file covers several elements listed below.
2.1 Verification of the regime applicable to the declared classified facility
The department in charge of the project checks whether the proposed facility falls under the regime of authorization with public utility servitudes. If this is not the case, it may be outside the nomenclature of classified installations, or fall under the simple authorization, registration or declaration regime.
