3.1 Compare prescriptions
When issuing the draft prefectoral decree, the operator of a particular classified facility must compare the proposed minimum requirements with those set out in its sectoral reference decree. This exercise will enable him to check that the required levels of requirement are proportionate to the general framework, and even to local conditions, and that there are no overly penalizing provisions.
