4. Check regulatory compliance, second audit level
You are subject to ICPE regulations (classified according to the ICPE nomenclature) or not subject to these regulations (but to others).
Having decided on your administrative situation (by simply answering the question "Am I classified under the ICPE nomenclature?") is not enough. It's only the first step in the process of regulatory compliance. Now you need to answer another question: "Do I comply with the regulatory prescriptions (technical and administrative requirements of the regulations)?
