My PPI has not yet been drawn up. However, it is mentioned in my authorization order. Does this mean that I'm in breach of my order and of ICPE regulations?

The penalty incurred would therefore only concern the PPI and would not call into question the operating permit. You can contact your prefect to regularize the situation.
