1. Identify the authors of the health and safety notice and the Single Document

Two different people are responsible for drawing up and monitoring the health and safety notice and the single document:

  • the future operator of the ICPE ;

  • the employer.

In practice, this is often the same person, working under two different sets of regulations. Whether it's the same person or two different people, the health and safety notice and the Single Document are drawn up at two different stages:

  • before opening the plant, for health and safety instructions;

  • during plant operation, for the Single Document.
