7.1 Don't underestimate the importance of the declaration system
In France, there are some 500,000 facilities subject to declaration, compared with around 45,000 subject to authorization.
These figures change as the nomenclature evolves, with the lowering or raising of certain thresholds. The creation of parts 3 (IED installations) and 4 (hazardous substances and mixtures) of the nomenclature has an impact on these figures (see Understanding the evolution of the nomenclature
