1. Identify needs and associated skills
Skills are an essential and often overlooked dimension.
To ensure that skills are aligned with project needs, you first need to have a clear understanding of the different components of the project. If you don't, there's a major risk that the team's existing skills won't match those that are really needed to complete the project.
Some skill areas are not covered, or on the contrary, some skills are present, but are of no real use to the project.
The level of expertise in each skill element does not match the project's needs: it may be over- or undersized.
