1. Defining the service and its outsourcing

1.1 The strategic choices of make or buy

Check whether or not the project services concerned need to be sourced from external suppliers (services and supplies).

If a choice has to be made, compare the "develop in-house" and "order externally" variants. Next, you evaluate the options based on criteria to be defined in terms of cost, quality, maintenance and risk. Finally, consider the type of contract to be used before drawing up your procurement plan.
