2. Prepare evaluation criteria and collect bids

2.1 Evaluation criteria

Establish the criteria to be met by the service and the external supplier, including: coverage of requirements, total cost, technical and management capabilities, financial capabilities, etc.

Above all, check that your criteria are reasonable and exhaustive, and then determine the minimum requirements (imperative criteria) that will enable you to shortlist quickly.

Finally, assign a weighting to all your selection criteria.
