An effective technical report is one that manages to provide an answer to the initial objectives set. So you need to make it clear what points will be addressed, at what levels those points will have been reached, and how those results will have been achieved.
Your technical report will be all the clearer if it's concise, allowing your reader to get a quick idea of its content, without having to leaf through the whole thing to see the main points.
Your technical report is a document that will be reused during the course of your project, on steering committees, or in subsequent projects. You need to take this into account in your writing, and make sure that the future reader can fully understand what you intended to write.
