Once you've identified the instructions and operating modes to be implemented in your system, you can move on to the next step, which is to define its content.
2.1 What level of detail?
Your instruction must be :
detailed enough to be easily implemented by its users;
but not too much either, so as not to make the document complex and discouraging, in which case it won't be used.
So you'll need to find the right compromise in terms of level of detail.
