Why do we need requirements to design a new product or service? Can't we "freely" design a future product or service?

It's possible, but it's risky, even dangerous. It's better for products or services to respond to market needs and opportunities. Refining needs into requirements enables us to set technical and economic objectives, and to define the scope of the future product or service.
