2. Framing and defining a community

Once the opportunity to create a community has been validated, it is necessary to :

• define the community's objectives in terms of contribution to operational activities, development of knowledge and know-how, deliverables, timetable, etc;

• define as precisely as possible the scope of the subjects to be dealt with by the community ;

• define the necessary resources to be mobilized.
