The experts then compare their diagnoses to establish a collective diagnosis measuring the shortcomings of the innovation project. These gaps are measured using a list of twenty-three indicators describing the four types of evidence in terms. Figure 4 shows the evaluation grid for the Problem Setting phase, where evidence of utility and innovation value are measured.
