6.1 Don't think of documentation as a management tool
It's not enough to circulate a document for it to be applied or to change working methods. The document must be accompanied by staff information. Quality is a tool for change, not quality documentation.
Similarly, traceability records should not be used as an internal control tool.
In contrast, a meeting report with a record of decisions is a quality document.
