    Overview

    ABSTRACT

Ecologically responsible initiatives are being developed by administrations, public institutions and the business world. Their objective is to achieve exemplary investment strategies, but also to improve their internal operations and work processes. In all respects, it is a progress mechanism also working for the management and the image of the volunteer organization. This article focuses on the key stages involved for a company implementing an environmentally responsible approach; it proposes elements concerning the method and presents some initiatives carried out in both public and private sectors.

     INTRODUCTION

With the emergence of the notions of "environmental", "social" and "societal" responsibility of organizations, eco-responsible approaches are developing in public administrations and establishments, as in the business world. For these organizations, the aim is to set an example both in their day-to-day activities and in their investment strategies. However, the benefits of implementing an eco-responsibility policy go far beyond this. Indeed, because of its impact on internal operations and work processes, it is proving to be a formidable management and change management tool, at a time when environmental and social concerns are on the rise and legislation in these areas is being tightened. It also generates clear savings and, ultimately, greater efficiency. Last but not least, eco-responsibility significantly improves the image of the company or institution in which it is deployed, in the eyes of a public opinion that is increasingly sensitive to these issues.

As a result, many public and private-sector players are embracing eco-responsibility. In government departments, a circular dated December 2008 obliges administrations and establishments to set up, monitor and evaluate exemplary administration plans. Similarly, many local authorities (cities, conurbation communities, county councils, regions) are implementing Agenda 21 and territorial climate plans. Last but not least, a number of companies are launching proactive sustainable development initiatives and communicating extensively on the subject.

The success of any eco-responsible approach hinges on its management, matching clearly identified objectives at the highest level with mobilized human, technical and financial resources. It requires everyone's participation and ongoing communication. It's a project in its own right, which needs to be managed with rigor and conviction. This article takes stock of the key stages of such an undertaking, proposes some methodological elements and presents a number of initiatives undertaken in both the public and private sectors.
