No, as your plant is already classified, the prefecture has all the necessary information.

What happens if my authorization application is being processed at the time of a change from classification to declaration?

The prefecture will then decide on the procedure for processing your application, and will send you a letter informing you that your plant is now subject to the declaration procedure. Your file is then treated as a declaration.
