1. From declaration to declaration with periodic inspection

The declaration system for classified facilities is a long-standing one, and numerous feedbacks have raised awareness of the risks associated with the operation of certain facilities subject to declaration: the need to inspect these facilities has become obvious. However, the resources available to the Classified Installations Inspectorate were not sufficient to meet this need, all the more so as priorities were logically focused on the inspection of facilities presenting major risks, such as Seveso installations or those subject to authorization. The solution to the shortcomings of declared facilities has therefore been to introduce periodic inspections at the initiative of the operators themselves. The aim is to improve the application of rules relating to the prevention of accident, pollution and nuisance risks presented by these facilities, which are not subject to regular inspection...
