6. Conclusion

In order to free up the resources of the ICPE inspectorate for the most important pollution prevention or risk prevention issues, the regulations governing facilities classified for environmental protection were simplified by the ordinance of June 11, 2009, with the introduction of the registration regime in the ICPE nomenclature, an intermediate regime between the authorization and declaration regimes.

The aim of this major change was to simplify and shorten the administrative procedures applicable to some 15,000 industrial plants. It was the first step towards simplifying the regulations applicable to ICPEs.

It is planned that sites subject to registration will be inspected with the same intensity as sites subject to authorization that do not present any particular challenges. These inspections should be carried out at least once every...
