2. What is the principle behind the "general" exclusion rule?

This rule, also known as the "PPRT filter", was initially spelled out in the circular of October 3, 2005, which has been taken up again in circulaire du 10 mai 2010 . It is based on the evaluation of two technical risk management measures (MMR) or one passive MMR for each of the scenarios likely to lead to the hazardous phenomenon to be excluded from the PPRT. As a reminder, this rule is set out below.

"A hazardous phenomenon can be excluded provided :

• the phenomenon is of probability class E, as defined in the Order of September 29, 2005;

• this probability class is based on a passive safety measure for each identified scenario;
