INTRODUCTION
Following the AZF accident in 2001, France completely revised its policy on the acceptability of SEVESO sites to local residents. In 2005, new regulations were introduced to assess the acceptability of the risks to which local residents are exposed. To draw up a Technological Risk Prevention Plan (PPRT), manufacturers must propose a list of hazardous phenomena to be considered. This raises a number of questions:
How do you choose which hazardous phenomena to include in a PPRT?
Is it possible to exclude certain phenomena from a PPRT?
If so, what rules should we use?
