2. Understanding the differences between the two plans
In the final analysis, these are the same level of classification (declaration system). The administrative procedures inherent in these two classification regimes are the same: prior to the commissioning of these facilities, a declaration file must be submitted to the Prefect. The differences between the two regimes are at the operating level.
Under the "declaration with periodic inspection" (DC) system, facilities are subject to periodic inspections by approved bodies, with the aim of informing operators of the compliance of their facilities with regulatory requirements.
