Why do regulations require me to provide data on technical and financial capabilities?

You must describe the measures you intend to take to limit the inconvenience caused by your operation, as well as the measures you intend to take to reduce the probability and effects of an accident. On the one hand, these measures will have a cost, which may be substantial and which you will need to quantify; on the other hand, they may require specific technical skills to put them in place and ensure their sustainability over time. The data to be included in the file must therefore enable you to justify that you are indeed in a position to finance these measures and implement them under the best possible conditions.
