2.1 A few reminders of terminology
Risk: "Possibility of damage resulting from exposure to the effects of a dangerous phenomenon. In the specific context of "technological risk", risk is, for a given accident, the combination of the probability of occurrence of a dreaded/final event and the severity of its consequences on vulnerable elements" (according to circular May 10, 2010).
Danger: "This concept defines a property intrinsic to a substance (butane, chlorine...), a technical system (pressurizing a gas...), an arrangement (raising a load...), an organism (microbes), etc..., of such a nature as to cause damage to a "vulnerable element" [the notions of flammability or explosiveness, toxicity, infectious...
