prefectural decree

Administrative act issued by the prefect, constituting an enforceable decision with general or individual scope (e.g., the authorization order for your facility).

Inert waste

Any waste that does not undergo any significant physical, chemical, or biological changes, that does not decompose, burn, produce any physical or chemical reactions, is not biodegradable, and does not deteriorate the materials with which it comes into contact in a way that could cause damage to the environment or human health.
