4. Who is responsible for these obligations?

There are two obliged parties. Firstly, they are the managers of technical systems installed in old or new commercial buildings, and secondly, the energy managers of industrial sites. The systems they must optimize include heating, cooling, ventilation, DHW production, lighting and electricity production equipment, to name just the most energy-intensive.
