2.1 RT 2012 (reminder)

The building sector is France's biggest energy consumer (42.5% of total end-use energy) and generates 23% of greenhouse gas (GHG) emissions.

Expenses tend to increase with rising energy prices. The average annual heating bill is €900 per household (ranging from €250 for a low-energy house to over €1,800 for a poorly insulated house). In order to reduce energy costs over the long term, the Grenelle Environment Round Table launched a program to reduce the energy consumption of buildings (art. 3 to 6 of the "Grenelle 1" law of August 3, 2009). Since the first thermal regulations were introduced (1974), the energy consumption of new buildings has been halved.
