ABSTRACT

Space telecommunications technologies have developed rapidly. Built on the successes achieved with polar geostationary satellites, they are now moving towards the market for scrolling satellites, deployed in low or very low layer constellations.

These less expensive satellites have the advantage of carrying signals with a shorter latency time in correspondence with 5G and 6G mobile telephone systems and scientific information networks. The proliferation of projects raises fears of difficulties in the management of all satellites. The profitability of the projects can only be ensured if safety and regulatory measures are respected.

 INTRODUCTION

While developments in satellite communications technology still allow traditional links between two fixed points to be established using a single geostationary satellite, there has recently been a dynamic move towards temporary links using satellites in medium or low earth orbit. This means that, in addition to the complexity of terrestrial networks, we'll have to add the complexity of links established using one or more satellites passing in turn over the calling or called user.

When it comes to building the new links demanded by the market, a large number of innovations and parameters are involved, which determine both the profitability of system operation and the minimum service quality required.

It is clear that, in this first implementation of a highly innovative and complex space architecture, not all countries in the world are in a position to enforce all the relevant international technical regulations, and that not all the technical provisions needed to manage this tangled web of connections have yet been fully clarified.

Moreover, while the need for a global management authority is well-felt, the means of intervention or constraint are still limited to a minority of national players. The spectacular dynamics of the satellite communications field call for reasonable self-discipline and a rapid, firm evolution of international regulations.
