The first step in the authorization process is to add the identified SVHC substances to the candidate list: they are "candidates" for authorization.

At this stage, they are not yet subject to authorization but are already subject to legal obligations that apply to all actors in the supply chain.

You manufacture a substance included on the candidate list for placing on the market. You are subject to information requirements.
