4. System commissioning

The commissioning of a facility that is not classifiable under the law on classified installations does not require any particular steps to be taken in application of these regulations. However, before starting up the plant and if any construction work is required, the operator must apply for a building permit, which will be examined by the town planning department of the municipality where the plant is located, in conjunction with the authorities responsible for such matters (architect des bâtiments de France if necessary, DREAL, etc.).

It is therefore necessary to check that your buildings comply with the planning regulations applicable to your zone. These regulations may be set out either in a carte communale (a simple urban planning document delimiting buildable areas in small towns), or in a plan local d'urbanisme (a detailed urban planning document regulating...
