7.1 Define the feared event precisely
If it is defined with little precision, the analysis of causes can be :
or incomplete ;
or take into account causes that are unlikely to lead to its realization.
For example, for a fire-fighting system, "lack of water" and "insufficient water flow" are two feared events that are not equivalent. The causes leading to these two events are not necessarily identical, even if some of them are common.
