2.1 Administrative liability
ICPE regulations, codified at Code de l’environnement , stipulate that your administrative responsibility as an ICPE operator may be called into question in three cases:
The operation of the ICPE does not comply with the obligations imposed by ICPE regulations, such as the discharge thresholds set out in your prefectoral authorization order, for example.
The ICPE is being operated without declaration or registration, or without the authorization required by law.
