Can we and/or should we centralize regulatory monitoring?

The field of regulations is vast, and can be managed by field or by theme, which themselves intertwine (environment, safety, training, building, town planning, etc.). There is no single way of approaching it. It is, however, easier to appoint a referent who is a specialist in one or more fields to effectively manage the regulatory watch (a health-safety-environment referent, for example). On the other hand, a single person cannot cover all regulatory areas. We need to take into account the diversity of our activities, the number of texts applicable to the organization, and the regulatory scope of certain fields.
