3. Define restoration measures
Once the future use of the site has been determined, the operator must submit to the prefect, within a timeframe set by the prefect, a report detailing the measures taken or planned to ensure the protection of the interests protected by the ICPE regulations, taking into account the type(s) of use chosen for the facility site.
In practice, this is referred to as a "restoration memorandum" or a "cessation memorandum".
The regulations stipulate that the measures proposed in the brief must include :
any soil-related risk control measures that may be required;
measures to control the risks associated with any polluted groundwater or surface water, according to its current use or that defined in the planning documents in force;
