3.1 Technological research institutes (IRT)
More geared towards large groups, IRTs bring them together with higher education and research establishments to work on a joint technological research program. They bring together human resources and equipment to achieve a critical mass of skills and international visibility.
They are inspired by existing initiatives in other countries: Bavaria's Tiger-M technology park, Japan's AIST Tsukuba campus, Taiwan's ITRI, the US Engineering Research Centers (ERC) and Germany's Fraunhofer Institutes.
