A Scrum team is a two-headed entity. On the one hand, there are one or more "functionals" representing the customer, defining requirements, specifying and validating what is expected, and on the other hand, there is the "technical" team that actually carries out the work.
The logic of these two groups is as follows:
the "customer" group's one and only concern is to maximize the value of the product, to produce what is expected by customers and the market; to achieve this, customers choose the features to be developed and, above all, the order in which they should be developed;
the "technical" group is concerned with minimizing the cost of the product; based on functional requirements, the technical team must find the least expensive solutions to meet the need, or propose alternative...
