4. Setting up ways of working

In line with the key principles of empowering project teams and simplifying interfaces, a way of working can be defined.

• Project resources (project manager, contract manager, planners) report directly to the project director.

• The resources of the other functions are the operational responsibility of the project manager, who, together with the function manager, sets the specific objectives for the project (including validation of the performance review), and then approves leave, travel and expenses.

• Stability of basic engineering resources is sought for the duration of the project (the project director and project manager validate staffing: mobilization, demobilization, temporary assignment).
