5.1 Consider all stakeholders
Be as concrete as possible when analyzing the needs of a portfolio of projects and/or programs; setting up such a structure is not trivial for an organization, and can destabilize existing balances... to the detriment of the success of projects or programs.
Make sure you include all stakeholders in the design phase of the system, which will make it easier to implement.
