2. Organize surveillance implementation: roles, responsibilities, planning

The organization of surveillance involves defining the roles and responsibilities of the various players involved. In this respect, managers will contribute to the definition of the monitoring perimeter.

Researchers and other watchdogs are more likely to be involved in the data collection phase. For data analysis and processing, analysts and experts can work together to produce relevant results for internal customers and decision-makers.
