10.1 Aim for completeness
All the conditions that can lead to fire and/or explosion hazards, as well as water, soil and air pollution risks, need to be identified.
This inventory must be exhaustive, without considering probabilities of occurrence. Only then, when selecting the scenarios to be studied, will the probability of occurrence and severity be taken into account.
The exhaustive aspect is necessary, as it shows that all hazards have been identified and can be eliminated. Failure to identify a hazard may also raise the question of whether it should be taken into account.
