3. Control and monitoring of operations

A distinction must be made between control and monitoring of the classified facility:

• control of the classified facility is the responsibility of the administrative authority, which has sole police powers. It may be carried out by inspection bodies approved by the administrative authority, but these bodies do not have police powers;

• plant monitoring is the responsibility of the operator, even though it has been imposed by the administrative authority and is reported to the same authority.
