ABSTRACT
The study, after presenting all the administrative systems in the nomenclature of classified installations, seeks to show for each situation the obligations the operator must comply with. Some of these obligations are the same ones for the declaration system, registration system and permit system. But many of them are specific. This is particularly true for files, procedures, operational requirements, penalties and cessation of activities.

INTRODUCTION
Legislation governing classified facilities provides for administrative regimes of varying degrees of constraint, depending on the seriousness of the hazards and impacts of the facilities on the environment and health. The entire "life" of a facility, from commissioning to decommissioning, gives rise to a series of regulatory obligations.
To be declared, registered or authorized, a plant must comply with technical operating regulations, which evolve in line with the best available techniques. In the event of non-compliance with these rules, the administrative authority has a wide range of formal notices, administrative and penal sanctions at its disposal to impose regular operation. It can inspect the classified facility at any time, even if the operator himself monitors and declares his pollutant emissions and waste. All operating events are taken into account: incidents and accidents, changes in activity, changes of operator, neighborhood complaints, changes in town planning and the environment. Each administrative regime has its own specific obligations.
