Background information

First of all, there's the legitimate question: why did we abolish the ESR, which was easy to implement and to which everyone had become accustomed?

The reason is simple. The ESR played its role perfectly at the beginning, when the level of knowledge of the problems was close to zero and there was no tool at the time to assess the situation at national level.

But after ten years, it's no longer possible to be satisfied with carrying out studies, however simple, to classify sites, but it is necessary to manage them. And ESR was not designed to manage sites.
