10. Management of cuttings/backfill – management of excavated soil

Excavated soil must be managed in accordance with the priorities for action and the conclusions of the cost/benefit analysis. It will preferably be reused on site. Polluted or slightly polluted soil can be reused on site, but this is more difficult than for unpolluted soil. The aim is to reuse them where their presence does not generate any risk. It is customary to accompany reuse with containment or construction measures. It is also possible to treat them on site to make them compatible with future use.

At present, when redevelopment projects are carried out, it is more common to manage a surplus of soil than a deficit (due to earthworks linked to foundations, access roads, etc.). Polluted excavated soil leaving the site constitutes waste, which must be managed in accordance with the provisions of Title IV of Book V of the French Environment Code. Surplus excavated...
