5. How do I commission the system?

According to case law ( Conseil d’État, 1er juillet 1987, n° 69948 ), the operator may not start up the plant until the declaration receipt has been issued.

It is the customer's responsibility to commission and operate his or her classified facility in compliance with the general regulations communicated to him or her.

The plant's "life file", which will be kept up to date and subject to periodic inspection, is drawn up at the time of commissioning (see step 1).

This "life file" approach can be the first step in a regulatory and technical compliance process.
