3. How does the declaration process work?

The departmental prefect forwards the declaration file to the Direction Départementale de la Protection des Populations (DDPP) for examination. The DDPP, which now replaces the prefecture's environment office, examines the file without first consulting the Classified Installations Inspectorate. No site visits are planned.

The appraisal of the file covers the following elements:

3.1 Verification of the regime applicable to the declared classified facility

The department in charge of the project checks whether the proposed installation is subject to a declaration with periodic inspection. If this is not the case, it may fall outside the nomenclature of classified installations, or be subject to registration or authorization....
