1. Distinguishing between existing and new buildings
The global approach to energy efficiency in buildings is based on three principles:
the building envelope, which provides the energy needed to meet comfort and safety expectations and requirements;
system quality, which takes into account heating, ventilation and air-conditioning performance;
equipment operation with the aim of consuming as little energy as possible.
The primary aim of décret BACS is to optimize the operation and maintenance of energy systems in commercial buildings.
The decree distinguishes between two types of building.
