 INTRODUCTION

The introduction of the BACS (Building Automation & Control Systems) decree is intended to accompany the tertiary sector decree. The latter aims to drastically reduce energy consumption by 2030. The BACS decree requires the installation of a building automation and control system by 1 er January 2025; it concerns all non-residential tertiary buildings where the heating or air-conditioning system, whether or not combined with a ventilation system, has a rated output of more than 290 kW. For systems with a rated output of over 70 kW, this requirement must be met by 1 er January 2027.

To this end, the BACS decree requires tertiary buildings to :

  • track, record and analyze energy consumption data ;

  • adjust consumption of technical systems in real time according to needs ;

  • detect and alert operating managers to potential consumption drifts, upstream of malfunctions, to avoid over-consumption and additional maintenance costs.

The BACS decree applies to all owners of technical systems in new or existing non-residential tertiary buildings, if the equipment has a rated output of more than 290 kW (2025) or 70 kW (2027). These systems include all technical equipment: heating, cooling, ventilation, domestic hot water production, lighting, electricity production on the site in question, building automation and control.
