5.1 Define an application strategy for the BACS decree that is consistent with that of the tertiary decree

The challenges of the tertiary sector decree are to meet an obligation of result in terms of final energy consumption, while the BACS decree represents a lever for achieving these objectives. Owners have every interest in adopting the same approach to meet the requirements of these two decrees.
